The spec's baseline was *"with no strate opted in, `TilesSkippedAllSolid` underground stays 0"*.

It cannot. `ClassifyTile` reaches a non-`Mixed` verdict by **two independent routes**:
|
||||||

- **hand-written, predates all of this** — a chunk in a bedrock gap sets `bCanAir = false`
|
||||||
|
(VoxelGenerator.cpp ~2835); absent a passage or the origin spine the tile resolves **`AllSolid`**.

Plus the SurfaceWorld column scan. Both fire with **no strate ticked at all** — this is precisely
|
||||||
|
the "~84 % already rejected" note at the call site, which the spec quoted as a warning and then
|
||||||
|
contradicted in its own acceptance section;
|
||||||

- **operator stack** — the `if (bAnyCave)` block, the only thing T1.d added.

A single lumped counter mixes them, so the before/after Jahni is meant to read would have had a
