docs(assembler): round L15 report -- no far-mesh saving fits the owner's pixel budget

Refine x2 at LOD4-8 would save 13.6% of whole view but smooths far crests and opens holes
(gate and captures agree); connector shortcuts open gaps. Default far output is unchanged; the
code is on side branch wip/l15-far-budget.
